The orderly development of the carbon trading market needs the support of more effective carbon information. Carbon information disclosure refers to the calculation of the total amount of greenhouse gas emissions from the production activities of an enterprise or group on an enterprise or group basis, the preparation of carbon emission information reports, and the disclosure within a certain range. As an effective support for promoting the healthy operation of the carbon market, carbon information disclosure is conducive to the realization of "carbon management" and "carbon constraints" by enterprises, the implementation of effective supervision and policy formulation by the government, the need for information on greenhouse gas emissions and energy consumption of enterprises by the public and other stakeholders, and the realization of the goal of "open and transparent" construction of the national carbon market. The Measures for Environmental Information Disclosure (Trial), which came into effect on May 1, 2008, stipulate that "enterprises shall disclose their environmental information in a timely and accurate manner in accordance with the principle of combining voluntary disclosure with mandatory disclosure". The Overall Plan for the Reform of the Ecological Civilization System issued by the Central Committee of the Communist Party of China and the State Council on September 21, 2015 and the Guiding Opinions on Building a Green Financial System issued in August 2016 both emphasize the "establishment of a mandatory environmental information disclosure mechanism for listed companies".
On June 12, 2017, the Ministry of Environmental Protection and the China Securities Regulatory Commission signed the Cooperation Agreement on Jointly Carrying out Environmental Information Disclosure of Listed Companies. On October 18, 2017, the report of the 19th National Congress of the Communist Party of China mentioned "improving the system of environmental protection credit evaluation and mandatory disclosure of information". At the end of 2017, the launch of the national carbon market created an opportunity for the development of China's carbon information disclosure. Different research institutions and scholars have different views on the content of carbon disclosure. However, it is generally believed that the disclosure content includes the carbon emissions (direct and indirect emissions) of the enterprise, carbon emission intensity, quota allocation and trading, carbon finance business, emission reduction measures and results, potential risks and opportunities related to climate change, etc., and the above information needs to be complete, accurate, authentic, timely and public.
The realization of emission reduction and carbon reduction goals is inseparable from true and reliable carbon information disclosure, and having more relevant and comparable carbon information is the basis for enterprises to implement energy conservation and emission reduction, and the government to carry out environmental supervision activities. Full disclosure of carbon trading information is not only the need for stakeholders to make rational investment decisions, but also the need for the healthy development of the carbon trading market. However, at present, domestic enterprises still lack the initiative in carbon information disclosure, and there is still a lot of room for improvement, and guiding enterprises to voluntarily disclose carbon information is of great practical significance for achieving China's emission reduction goals and the low-carbon development of the national economy.
