Establish a compensation mechanism of "whoever pollutes, whoever treats; whoever protects, whoever benefits", and promote cross-regional ecological protection cooperation.
Explore compensation methods for ecological elements such as forests, grasslands and the atmosphere, and attract social capital to participate.
