Recently, the BCI Good Cotton Initiative officially launched the CoC Self-Assessment Guide 1.0 version. This new regulation is scheduled to fully come into effect on February 28, 2027, covering all participants in the cotton value chain, including processing, textile weaving, garment production, and brand retail. Through a standardized self-inspection system, it improves the product traceability process and helps the sustainable cotton supply chain operate efficiently.

This self-assessment mechanism is a compliance diagnostic tool launched by BCI for the industry, mainly used to assist enterprises in self-checking their shortcomings, improving internal management, and not adding additional operational pressure. According to the new regulation requirements, all enterprises involved in BCI cotton purchase and sales business must participate in the self-assessment as per the guidelines. This includes both certified suppliers and un-certified enterprises using the BCP system. For entities operating in multiple sites, they need to independently complete the assessment at individual production and operation sites, and be coordinated and managed by the enterprise headquarters.

1. Key Timeframes are Clear: Failure to meet will affect qualification usage

The new plan has clearly defined transition phases and implementation periods. Enterprises need to plan their progress reasonably to prevent situations such as certification restrictions or account freezes:

February 28, 2027 is an important node for the transition period. Enterprises that have already engaged in BCI cotton business must complete the first self-assessment within 12 months after the guidelines are released;

For certified enterprises, they should complete the annual self-assessment within 3 to 12 months after certification, and it is recommended to complete it within 9 months, leaving sufficient time for rectification;

Legacy users of the BCP platform must complete the self-assessment within 12 months after the guidelines are released, while new users must complete it within 12 months from the account activation date. The period is based on the actual completion date.

For enterprises applying for certification before January 31, 2027, they can complete the self-assessment after certification and then proceed to the review process; for those applying after this date, they must complete the self-assessment first before entering the review stage.

2. Clear Responsibilities for Three Types of Entities: Standardized Self-Assessment and Rectification Process

The new regulation sets specific implementation requirements for certified enterprises, certification institutions, and un-certified BCP users, building a complete management loop:

For certified enterprises: conduct a self-assessment once a year, using the official designated template, and have independent competent personnel carry out the work; if problems are found, they need to be rectified within 90 days, and the self-assessment report must be submitted to the certification institution within 12 months after completion, and timely rectification will not affect the certification status;

For certification institutions: they are responsible for establishing enterprise ledgers, conducting remote verifications, and uploading reports to the designated platform within 30 days; for enterprises that fail to complete or do not rectify properly on time, they will issue non-compliance items, and those who refuse to rectify will have their certification suspended for at least 3 months;

For un-certified BCP users: conduct a self-assessment once a year, and complete the problem items within 90 days; if they fail to submit or the materials are incomplete, their accounts will be frozen, and after completing the rectification, they can resume normal use.

3. Key Practical Tips: Avoid Common Compliance Misunderstandings

During the implementation process, enterprises need to pay attention to the following: multiple-site operations require assessment at each site separately, and cannot be combined; self-assessment personnel need to maintain independence and prohibit self-checking of the current process; the rectification period is calculated from the completion of the entire self-assessment; un-certified enterprises are also within the mandatory requirements scope.

The implementation of this BCI CoC self-assessment regulation further improves the full-chain traceability and compliance control system for good cotton, helping enterprises identify risks in advance and optimize their operations. It is recommended that relevant enterprises plan their time, prepare materials in advance, and complete the self-assessment and rectification work in accordance with the requirements to ensure the smooth and continuous operation of BCI cotton-related business.
